Extra Savings for Victorian Households

If you live in Victoria, you may be eligible for additional financial incentives under the Victorian Energy Upgrades (VEU) program, through the creation of Victorian Energy Efficiency Certificates (VEECs).

VEECs are generated when you install an eligible energy-efficient product, such as a Solahart heat pump or solar water heater. These certificates have a monetary value and are used to reduce the upfront cost of your new system, often providing hundreds of dollars in extra savings on top of federal rebates like STCs.

The number of VEECs you receive depends on the type of system you choose, your existing setup, and how much energy you’re expected to save by switching to a more efficient solution.

How VEECs Work

The Victorian Energy Efficiency Certificates (VEECs) are part of the Victorian Energy Upgrades (VEU) program, a state government initiative that aims to reduce greenhouse gas emissions by encouraging households and businesses to install energy-efficient products.

Here’s how it works:

  1. You install an eligible energy-saving product, such as a Solahart solar water heater or heat pump.
  2. VEECs are created based on the amount of greenhouse gas emissions your upgrade is expected to avoid over its lifetime. One VEEC represents one tonne of carbon dioxide equivalent (CO₂-e) abated.
  3. These VEECs are sold to energy retailers, who buy them to meet their government-imposed targets. The value of these certificates is then passed on to you as a discount off the purchase price of your system.
  4. The process is managed by an accredited provider, like Solahart, who handles the certificate creation and claim on your behalf. You don't need to apply separately.

 

Eligibility and Terms

To be eligible for VEECs:

  • You must be a Victorian resident or business.
  • The product installed must be on the VEU program’s list of approved products.
  • The installation must be completed by an approved provider and meet program guidelines.
  • You may be asked to sign a customer assignment form to allow the provider to claim the VEECs on your behalf.
  • VEECs cannot be claimed for the same activity more than once.

Note: VEEC values fluctuate based on market supply and demand, and the level of incentive available at the time of installation may vary.

How Roof Top Solar Systems Work Solar Operation

The 302CS13C solar system has its vitreous enamel lined solar storage tank installed on the roof directly coupled to the solar collectors. In the Closed Circuit Series, heat is absorbed by the collector and passed to the ‘Hartgard’ heat transfer liquid inside the collector. As the temperature of the ‘Hartgard’ increases, the hot fluid rises up through the collector by the Natural Thermosiphon Principle, into the heat exchanger jacket around the potable water storage tank. Here, the heat is transferred to the potable water, cooling the ‘Hartgard’ fluid. The cooler fluid is then forced back down into the collectors through the displacement action of further hot fluid rising up into the heat exchanger jacket.

Orientation of Solar Collectors

To help maximise system performance, solar collectors should be installed with an optimum orientation facing true north (in the southern hemisphere) or true south (in the northern hemisphere). Always check for true north or true south using a compass or other suitable device.

To help maximise system performance, solar collectors should be installed with an optimum inclination. This is equal to 90% to 100% of the local latitude angle when collectors are oriented within 60° of true north or true south, and between 10° and 20° if the collectors are oriented between 60° and 90° from the optimum orientation. Generally, improved summer performance is obtained from an angle of inclination less than the optimum angle and improved winter performance is obtained by an angle of inclination greater than the optimum angle. If the angle of inclination varies by 20° from the optimum angle, the solar collectors will receive about 10% less total annual solar radiation.

Frost/Freeze Protection

Solahart Closed Circuit Systems are protected against freezing or harsh water conditions by our exclusive ‘Hartgard’ fluid. ‘Hartgard’ is a blue, non-toxic, propylene glycol fluid which, when mixed with water, provides the Heat Transfer Fluid contained in the solar collectors and the heat exchanger jacket around the tank. ‘Hartgard’ is used to lower the freezing temperature of the Heat Transfer Fluid and so provides protection against freezing (Note: for the correct % of Hartgard in the Heat Transfer Fluid, refer to the section on Frost / Freeze Protection). ‘Hartgard’ is a special food grade solution and is the only solution permitted to be used in the closed circuit systems. Hartgard has been approved by the National Health and Medical Research Council of Australia.

Solar Boosting

In-Tank Boosting

An isolating switch is installed in the electrical meter box for an electrically in-tank boosted model. This should be left switched on to allow the booster heating unit to operate if required. The booster heating unit is for heating the water at times of low solar energy gain, such as during very cloudy or rainy weather, or during the colder months. The booster heating unit will only activate if heating is required and power is available from the switchboard. When the water is below the thermostat setting, the booster heating unit will turn on and heat the water. The booster heating unit will automatically turn off when the temperature of the water reaches the thermostat setting. If the water temperature drops below the setting again the booster will re-activate.

In-Series Gas Boosting

An in-series gas booster (also known as an instantaneous gas booster) can be installed between the solar water heater and the hot outlets in the house. This booster should be permanently active. The booster senses the temperature of the water passing through it: if the water temperature is above its temperature setting it does nothing; if below it will automatically heat the water up to the preset outlet temperature setting. This device ensures hot water delivery for a variety of hot water demands without the need for user intervention while enabling maximum solar energy contribution to the water heating. Over-Temperature Protection System

The Closed Circuit Series solar water heaters have a means of controlling the maximum temperature of the water in the storage tank. These systems may be installed with a ‘HartStat’ valve located between the hot outlet of the collectors and the inlet to the tank heat exchanger. This valve closes when the tank has reached a sufficiently high temperature, thereby preventing further heat transfer to the tank, and thus limiting its temperature.

How Roof Top Solar Systems Work

Solar Operation

The 302LCSD solar system has its vitreous enamel lined solar storage tank installed on the roof directly coupled to the solar collectors. It works on the simple scientific fact that hot water rises. As the sun heats the water in the solar collectors, the increase in temperature causes the water to rise through an insulated copper pipe into the storage tank. This allows cooler water from the solar storage tank to flow into the solar collectors to be heated by the sun‟s energy. This process continues while solar energy is available.

Orientation of Solar Collectors

To help maximise system performance, solar collectors should be installed with an optimum orientation facing true north (in the southern hemisphere) or true south (in the northern hemisphere). Always check for true north or true south using a compass or other suitable device.

 To help maximise system performance, solar collectors should be installed with an optimum inclination. This is equal to 90% to 100% of the local latitude angle when collectors are oriented within 60° of true north or true south, and between 10° and 20° if the collectors are oriented between 60° and 90° from the optimum orientation. Generally, improved summer performance is obtained from an angle of inclination less than the optimum angle and improved winter performance is obtained by an angle of inclination greater than the optimum angle. If the angle of inclination varies by 20° from the optimum angle, the solar collectors will receive about 10% less total annual solar radiation.

Frost/Freeze Protection

An Open Circuit system does not have freeze protection and is not suitable for installation in areas prone to freeze conditions. Freeze conditions occur below 5°C (41°F). This system has NO WARRANTY for freeze damage. In areas that are prone to frost / freezing, a Closed Circuit system should be used.

 

Solar Boosting

 

In-Tank Boosting

An isolating switch is installed in the electrical meter box for an electrically in-tank boosted model. This should be left switched on to allow the booster heating unit to operate if required. The booster heating unit is for heating the water at times of low solar energy gain, such as during very cloudy or rainy weather, or during the colder months. The booster heating unit will only activate if heating is required and power is available from the switchboard. When the water is below the thermostat setting, the booster heating unit will turn on and heat the water. The booster heating unit will automatically turn off when the temperature of the water reaches the thermostat setting. If the water temperature drops below the setting again the booster will re-activate.

 

In-Series Gas Boosting

An in-series gas booster (also known as a continuous flow gas booster) can be installed between the solar water heater and the hot outlets in the house. This booster should be permanently active. The booster senses the temperature of the water passing through it: if the water temperature is above its temperature setting it does nothing; if below it will automatically heat the water up to the preset outlet temperature setting. This gas booster ensures hot water delivery for a variety of hot water demands without the need for user intervention while enabling maximum solar energy contribution to the water heating. Over-Temperature Protection System 

The 302LCSD Open Circuit Series system has a ‘TRV’ thermosiphon restrictor valve located between the cold inlet of the tank and the cold inlet of the collectors. This valve restricts the flow through the collectors when the tank has reached a sufficiently high temperature.

Thanks to the Australian Government’s Renewable Energy Target scheme, you could be eligible for financial incentives in the form of Small-Scale Technology Certificates (STCs). These certificates help reduce the upfront cost of approved systems like solar power, solar hot water, and heat pump water heaters.

What Are STCs and How Do They Work?

STCs are created when you install an eligible system. They can be:

  • Traded or sold on the open market, or
  • Exchanged as an upfront discount to reduce the purchase price of your new Solahart system, often saving you thousands of dollars.

Rather than managing the certificates yourself, most Solahart dealers offer the value of the STCs as a point-of-sale discount, making it easier and faster to access the benefit.

How Are STCs Calculated?

The number of STCs your system may be eligible for is based on several key factors:

  • System size and model
  • Your installation location (Australia is divided into solar zones)
  • The amount of renewable electricity generated or displaced over a system’s lifetime
  • The deeming period, which runs from the installation year to 31 December 2030
  • The market value of each STC (which varies based on supply and demand)

For solar hot water and heat pumps, STCs represent electricity displaced by heating water without using the grid.
For solar power, STCs represent the renewable energy your system is expected to produce over a maximum deeming period.

Why Act Now?

As we get closer to the 2030 deadline, the deeming period shortens, which means fewer STCs will be available each year. This directly affects how much you can save. The longer you wait, the lower the financial incentive becomes.

How Roof Top Solar Systems Work Solar Operation

The 302SP solar system has its vitreous enamel lined solar storage tank installed on the roof directly coupled to the solar collectors. In the Closed Circuit Series, heat is absorbed by the collector and passed to the ‘Hartgard’ heat transfer liquid inside the collector. As the temperature of the ‘Hartgard’ increases, the hot fluid rises up through the collector by the Natural Thermosiphon Principle, into the heat exchanger jacket around the potable water storage tank. Here, the heat is transferred to the potable water, cooling the ‘Hartgard’ fluid. The cooler fluid is then forced back down into the collectors through the displacement action of further hot fluid rising up into the heat exchanger jacket.

Frost/Freeze Protection

Solahart Closed Circuit Systems are protected against freezing or harsh water conditions by our exclusive ‘Hartgard’ fluid. ‘Hartgard’ is a blue, non-toxic, propylene glycol fluid which, when mixed with water, provides the Heat Transfer Fluid contained in the solar collectors and the heat exchanger jacket around the tank. ‘Hartgard’ is used to lower the freezing temperature of the Heat Transfer Fluid and so provides protection against freezing (Note: for the correct % of Hartgard in the Heat Transfer Fluid, refer to the section on Frost / Freeze Protection). ‘Hartgard’ is a special food grade solution and is the only solution permitted to be used in the closed circuit systems. Hartgard has been approved by the National Health and Medical Research Council of Australia.

Over-Temperature Protection System

The Closed Circuit Series solar water heaters have a means of controlling the maximum temperature of the water in the storage tank. These systems may be installed with a ‘HartStat’ valve located between the hot outlet of the collectors and the inlet to the tank heat exchanger. This valve closes when the tank has reached a sufficiently high temperature, thereby preventing further heat transfer to the tank, and thus limiting its temperature.

NSW Government Changes to NSW battery incentives from 1 July 2025

The NSW Government battery discount can be claimed for battery installations up until Monday 30 June 2025. This discount cannot be combined with the Australian Government’s Cheaper Home Batteries Program discount which starts from Tuesday 1 July 2025. The NSW battery installation discount will no longer be available after 1 July 2025. However, the incentive to connect your battery to a Virtual Power Plant will increase from 1 July 2025 and can be combined with the Cheaper Home Batteries Program.

The NSW Government home battery incentive program offers significant savings for residents and businesses, but is now only available until 30 June 2025. Eligible participants could receive between $770 and $1150 and $1600 and $2400 off the upfront installation cost of a household battery for homes and businesses with existing solar systems. 

NSW Government Battery Incentive Details

Unlike a rebate, the discount on the installation cost of your battery is provided as an incentive to an accredited supplier. The accredited supplier will pass on the discount to you via your chosen local installer.

The incentive is proportional to the usable capacity of the battery in kilowatt-hours (kWh). Larger batteries will receive a larger incentive. If you’re eligible and until 1 July 2025, discounts range between:

  • $770 and $1150 when you install a new 6.5 kWh battery
  • $1600 and $2400 when you install a new 13.5 kWh battery

For homes and businesses without solar, the incentive can be included in a quote for a new solar and battery system installation.

The NSW Government battery discount can be claimed for battery installations up until Monday 30 June 2025. This discount cannot be combined with the Australian Government’s Cheaper Home Batteries Program discount, which begins on Tuesday 1 July 2025. From 1 July 2025, this NSW battery installation discount will no longer be available.

NEW: Larger incentive to connect to a Virtual Power Plant (VPP)

The incentive to connect your battery to a Virtual Power Plant will increase from Tuesday 1 July 2025.

This will almost double the upfront incentive you’ll receive. For example, the payment you receive for a 27 kWh battery will increase from around $800 to around $1,500.

This incentive can be combined with the Australian Government’s Cheaper Home Batteries Program discount.

  • Does the incentive money get paid to the customer or to Solahart?

    The incentive is not a direct rebate to customers. It’s provided as an upfront discount to the accredited supplier that installs the battery and then it is passed onto the customer.

  • What is an accredited supplier?

    Accredited suppliers are also known as Accredited Certificate Providers (ACPs). These are businesses that have been accredited by the scheme administrator (IPART) to conduct specific installations and upgrades under the Peak Demand Reduction Scheme (PDRS). Solahart is an accredited supplier.

  • Are there any requirements to be eligible for the battery incentives?

    Yes, you’ll need to have solar installed on the premises, and use an accredited supplier under the Peak Demand Reduction Scheme (PDRS) to install the battery. If you don’t have solar, you can have the incentive priced into a new solar and battery system installation.

  • What battery storage capacities are eligible for this incentive?

    Batteries with storage between 2 and 28 kWh are eligible for this incentive. The incentive provided is proportional to the usable capacity of the battery.  

    Most households will find batteries well below 28 kWh to be sufficient for their needs. The national average energy use for a 5-person household is 25 kWh per day.  

    Some batteries can also be stacked to enable you to increase capacity later. Your local Solahart Dealer be able to provide more information on what capacity is best suited to your needs.

  • Can I receive an incentive for a battery that is already installed?

    The installation incentive is only available for new battery installations. 

    Batteries already installed may be eligible to receive a Virtual Power Plant (VPP) incentive, provided the battery has 6 years of the manufacturer's warranty remaining and meets the equipment requirements. Find out more here.

  • Can I receive the incentive if I am off-grid?

    No. The Peak Demand Reduction Scheme (PDRS) aims to reduce the load on the electricity grid. Off-grid batteries do not directly help reduce the load on the grid.

The efficient heat pump technology extracts energy from the surrounding air. Ambient warmth is used to convert the refrigerant within the sealed system into a gas. The gas is then compressed to generate even more heat, which then heats the water in the tank. What’s more, this process can work day or night, in sunshine and rain, all year round. 

When hot water is drawn off, and cold water enters the tank, the thermostat activates the fan and the compressor. The operation of the compressor causes a pressure difference within the sealed refrigeration system. This pressure difference causes the refrigerant to move around the sealed system. The refrigerant enters the evaporator as a liquid. As the refrigerant absorbs heat from the atmosphere, it changes state, at low pressure, from a sub-cooled liquid to a super-heated vapour or gas (evaporates). The vapour then enters the compressor and obtains more heat, known as heat of compression, and passes into the heat exchanger as a super-heated vapour at high pressure. 

As the refrigerant passes through the microchannel heat exchanger wrapped around the storage cylinder, it gives off heat, which is absorbed by the water inside the cylinder. As the refrigerant gives off heat, it cools and changes state back into a liquid (condenses). The refrigerant then enters the evaporator again, and the cycle is repeated. The resulting cold air is then discharged through the air outlets back into the atmosphere. This process continues whenever heating is required until the water in the storage tank reaches its hot water temperature set point.

Introducing Solahart Atmos Eco 180 Heat Pump

* An average Coefficient of Performance (COP) value of 4.9 was measured under test conditions with an ambient air temperature of 19˚C/15˚C (Dry Bulb/Wet Bulb) over the entire heat-up process, heating of the water from 10˚C to 60˚C during water heater operation and a power supply of 240 V~ 50 Hz. The Heat Pump average heating capacity in Watts and its water heating capacity in Litres / hour were calculated from the results of this test. The heat pump water heater performance tests were conducted to AS/NZS 5125.1:2014. Note that the actual COP of the product at any given time will be impacted by a number of factors, including the ambient air and cold-water inlet temperatures at the place of installation and time of day/season of operation.

The Coefficient of Performance (COP) for a heat pump is the ratio of how much useful heat it produces for water heating to the power input into the water heater. The higher the COP number, the more efficient the heat pump is.
